Transitional Housing in California

Transitional Housing Programs in California

Transitional housing bridges the gap between crisis and independence. Rooted Co-Living provides structured, supportive housing in Corona, California — with peer support, life skills, and everything residents need to move forward.

What Is Transitional Housing?

Transitional housing is a type of supportive housing designed to help people move from homelessness, treatment, incarceration, or other unstable situations into permanent, independent living. It provides a structured, time-limited living environment where residents receive the support services they need to stabilize and build self-sufficiency.

Unlike emergency shelters, which address immediate crisis needs, transitional housing offers a longer-term solution — typically ranging from a few months to two years. During this time, residents work on the skills and resources they need to transition successfully: employment, financial literacy, recovery maintenance, and navigating the housing market.

In California, transitional housing programs serve a wide range of populations, including people experiencing homelessness, individuals in recovery from substance use disorders, domestic violence survivors, veterans, youth aging out of foster care, and people re-entering the community from incarceration. The common thread is a need for stable, supported housing as a foundation for rebuilding.

Who Qualifies for Transitional Housing?

Eligibility for transitional housing in California varies by program, but most programs serve individuals who are:

  • Experiencing homelessness or housing instability
  • Transitioning from inpatient treatment or detox
  • Re-entering the community from incarceration
  • Referred by a case manager, hospital, or social worker
  • Veterans seeking stable housing and support services
  • Committed to working toward independent living

At Rooted Co-Living, we serve adults who are committed to sobriety and ready to work toward stability. We welcome people from all backgrounds and circumstances. Our application process is straightforward, with no credit check required. Case managers and family members can also apply on behalf of a prospective resident.

Types of Transitional Housing in California

California offers several models of transitional and supportive housing, each designed for different populations and levels of need:

Recovery Residences (Sober Living)

Substance-free homes for people in recovery, structured around peer support and accountability. Operated at NARR Levels I through IV. Rooted Co-Living operates at structured, providing monitored housing with house management, drug testing, and peer support.

Recuperative Care (Medical Respite)

Short-term housing for people discharged from hospitals who need a safe place to recover before returning to independent living. Often funded through Medi-Cal's CalAIM initiative.

Permanent Supportive Housing (PSH)

Long-term, subsidized housing paired with ongoing support services for people with chronic disabilities or long histories of homelessness. Often operated by nonprofits or housing authorities.

Rapid Re-Housing

Time-limited rental assistance and services to help people experiencing homelessness move quickly into permanent housing. Focuses on housing first, services second.
